Wheat Ridge TIF Petition/Ballot Question for the November/2015 Election

Hello Wheat Ridge Voters,

Keep WR Local, a Wheat Ridge community group, would like to invite you to a signing party! Our committee has received approval for a ballot initiative limiting the Urban Renewal Authority and City Council in approving TIFs over $2.5 million.

Wheat Ridge will be only the second city in Colorado to limit Urban Renewal Authorities and put accountability in place as they spend our money and develop our city. Let’s continue as a front-runner in smartly managing our development. Come to the Grange at 3850 High Ct, next to Wheat Ridge Cyclery, on Wednesday May 27th, 6:30pm.

Bring your families, friends and neighbors. Not registered to vote? No problem! We will have a table from the League of Women Voters to get you registered. We will also have tables by district so you can easily sign the petition , sign up to volunteer and answer your questions. The organization has grown, and thanks to all of you who believe in the mission and continue to support us. Your efforts in volunteering, attending meetings and making donations will help us sustain our goal in making sure your voices are heard this November on Election Day! Hope to see you there!

Below is the petition/ballot wording that was submitted to the City Clerk’s Office.

 Shall the Wheat Ridge City Charter be amended as follows:

 Any action by an agency, agent, authority, commission, committee, city council, department, employee, or official of the City of Wheat Ridge, approving or changing a sales or property tax increment financing (TIF), revenue sharing, or cost sharing arrangement pursuant to Part 1 of theColorado Urban Renewal Law, must be ratified by the Wheat Ridge City Council via a vote on a formal agenda item, at a regularly scheduled business meeting, that is advertised as a public hearing.

 If the value of the said sales or property tax increment financing (TIF), revenue sharing, or cost sharing exceeds $2.5 million, the City Council action of approval must be ratified by the registered electors of the City of Wheat Ridge at a special or regular election.

 The base amount for voter approval of any sales or property tax increment financing (TIF) will be any financing exceeding $2.5 million. To account for inflation and/or increased construction costs, every third year after March 1, 2015 the base amount will be increased by 5%.

 Effective Date: This amendment will take effect and apply to all actions undertaken by an agency, agent, authority, commission, committee, city council, department, employee, or official of the City of Wheat Ridge subsequent to March 1, 2015 and thereafter.
